People

Thomas McKeon, P.E. graduated from UCF in August of 1990.  His first job was as Inspector for the project known as I-4 SMIS (the cameras and changeable message signs along I-4 which we are so familiar with today). He then worked as Assistant Project Engineer at the Florida Power and Light Building D construction (in Juno Beach). After that, he went to work for Oviedo Maintenance as Senior Inspector. As time went on, he worked on the Universal Studios entrance and exit ramps to I-4 as Roadway Inspector. His introduction to Eminent Domain came when he was hired by Hollis Engineering (now C & S Engineers, Inc).  Since then he has worked concentrating mostly on stormwater modeling (the most difficult part of the Civil Engineering field) as a freelance or independent contractor to several engineering firms.  Most recently he has done work mostly for R K Engineering & Associates, Inc. which is located in Melbourne.  He still maintains a good relationship with R K Engineering & Associates, Inc.

Company

McKeon Engineering & Associates, LLC was started in the summer of 2007.  We are a Christian based company located in Central Florida (main office in Orlando, FL).  As we are a new company, the projects shown are projects we have worked on with other engineering firms.  As this company grows, we will be posting more projects and updates.

Stormwater Engineer

Responsible for overseeing civil design personnel, project set up, feasibility studies, outside source procurement, etc.  Entirely responsible for the stormwater and drainage for each project.  Since I have a background in real estate, my strengths have been used routinely to assess property procurement/value and feasibility.  I have a great deal of experience with the GIS system.  I have pursued procuring GIS data and have been successful in translating data from various different agencies.  Things that I have done in this capacity are beyond the ability to accurately describe.  If you want to be “Wowed”, meet with me.  Strong communication and personal skills have been required for this particular role.

 

Mitsubishi Power Systems

2001-2002

Material Control 

Set up and implement Material Control procedures and track materials from overseas and domestic suppliers. Participated in regularly scheduled meetings.  Suggested Material Tracking procedures to the Erection Contractor.  Material storage/damage/quantities were tracked using a database that I created using Access. Also set up and implemented Document Control procedures and tracked drawings and revisions (currently being used and expected to be used on all future projects). Document Control procedures were suggested to the Erection Contractor, which were implemented in part.

 

Hollis Engineering Inc, Orlando, FL

1997-1999

Engineer III 

For Eminent Domain I reviewed PD&E, Right of Way maps, construction plans, drainage documents, USGS maps, FEMA maps, cadastral maps, legal descriptions, schedules, etc. for impacts to our clients property including zoning (setbacks, required parking, buffers, etc. ), drainage/retention, traffic circulation, vehicular movements, etc. I reviewed construction plans for impacts to the Remainder property including access, drainage, visibility, safety, etc. I created Requests for Production, Requests for Admissions(s) and reviewed Responses to Request(s) for Admission(s), Property Appraiser reports, and other legal eminent domain documents. I wrote and provided a three-phase report including exhibits [4+ AutoCAD drawings, soils, FEMA flood zones, USGS Quad, aerial, etc. (outline is available). I provided ongoing reviews of documents as requested. I described in oral and written form the Parent Tract, Area of Take, Remainder Area and Impacts to the Remainder Property. I created potential on-site cures for those possible curable impacts. I was responsible for several projects from start to finish. 

 

Various Contract Positions through Technical Agencies

 

Roadway Inspector URS Greiner, Inc. 

This was the Universal Studios interchange for I-4 and International Drive. I Inspected bridge, earthwork, curbing, roadway, maintenance of traffic (MOT) and other construction activities. Did standard tests on concrete. Accepted/rejected materials. Filled out sample submittal sheets. Filled out daily reports. Reviewed construction plans.

 

Senior Inspector FDOT Oviedo Maintenance 

Inspected Right-of Way driveway construction, drainage structures, bore and jack, turn lane construction, etc. Estimated green area quantities, curb lengths, asphalt area, etc.

 

Electrical Designer Lucent Technologies, Inc. 

Design electrical supplies for multi-million dollar chip manufacturing machines. Specified routing, conduits, circuit breaker panels, wire sizes, power type (single, double or three phase), etc.

 

AutoCAD and Survey Tech Walt Disney World 

Disney’s Survey Team was not able to keep up with the smaller jobs so I was called in to help create a drawing for permit reasons so that a trailer could be sited near Splash Mountain. I surveyed the area using a tape measure, pencil and paper. I then created the drawing in AutoCAD. The real test came when Disney wanted me to superimpose my drawing (along with all parking spaces) on one of their topographical drawings. My drawing matched perfectly.

 

Civil Engineer Glace and Radcliff 

This was a two-week assignment to help create a report of the cost to replace versus the cost of repair existing Wastewater Treatment Plant located on Florida’s East Coast.

 

Resident Project Representative PEC, Inc. Central FL 

This is a new process by which treated effluent from a Wastewater Treatment Plant is discharged into man-made Wetlands. The wetlands allow settlement to occur and the plants absorb nutrients and further purify the water until it is clean enough to discharge into a surface waterway such as a river in this case, the Addison Canal. I was heavily involved with construction documentation and permits. I inspected work in progress and materials delivered to the site. I participated in regular project meetings and monitored scheduling.

 

Inspector Greenhorne & O'Mara Kendal/FL (near Key West) 

This was a 52-mile project to remove and replace or repair fencing damaged by Hurricane Andrew. I used Roadway and Traffic Design Standards and site specific drawings.

 
Assistant Project Engineer Mellon Stuart Construction, Co. , Juno Beach/FL

This was a new building for FP&L that also included an atrium between existing buildings and the new building. The new building was 5 stories tall. I handled Release of Liens, issued checks to contractors (draw), inspected the building and wrote the punchlist for final acceptance. I videotaped the inspections by the owner and had considerable contact with the governing agencies related to water control and building inspection.

 

Inspector Frederick Harris, Inc. Orlando/FL 

This was a DOT project to monitor vehicular traffic along Orlando’s I-4 corridor from 33rd St. to the Wymore overpass. It included loops in the roadway for counting vehicles and for measuring speed and included cameras mounted on concrete poles installed for this project. Also included were Changeable Message Signs to warn drivers of conditions ahead. This system was tied into the Traffic Control room located in downtown Orlando and was also tied into the Florida Highway Patrol office located on Highway 50. I was involved with all areas for inspection purposes. The system is up and running in Orlando, Florida. 

 

Computer Consultant Westinghouse Electric Corp. Orlando/FL 

In this capacity I created automated systems of research and troubleshot new and existing computer systems. I also trained employees in the use of said systems. This training was done in a classroom setting and on a one-on-one basis. For the Services Support Group, I had originally been hired to manually research the hierarchical structure of the design drawings for the cylinders for Westinghouse’s equipment. Other employees handled other areas of this research manually. The purpose of this investigation was to bring the drawings up to date and to make sure that they were in compliance with other records so that the drawings and information could be used for the Renewal Parts group at Westinghouse. By the time I left Westinghouse I had created automated systems of research by running a JCL in TSO which did the work that would have taken 6 employees a week to complete. This process took less than a few seconds of computer time. Employees would receive a report whenever they desired broken down into the differing components (cylinders, valves, etc. ) and by equipment (high, medium and low pressure turbines, generators, excitors, boilers, etc. ). The program would also order many required drawings based on standard criteria. All in all, this process immeasurably increased the efficiency of this group's efficiency and accuracy. I also created tracking systems for this group that allowed better estimating of the time required to complete the research for a particular job. This was created using FOCUS. All work for this group was done part-time. I did a secondary job for Westinghouse setting up their tracking for their TQ (Total Quality) training program. I created this system using sophisticated drop-down selection boxes and hierarchical links allowing efficient input of information while protecting the integrity of the data. I set up this system and implemented it in two weeks time using FOCUS.

Successful completion of this exam is a prerequisite to the PE exam. This exam was a two part test to see if the engineering person had a basic fundamentals of engineering.
